Remove all "#define _XOPEN_SOURCE" lines, as they break things horribly on
MirBSD for some reason. Sprinkle a few <sys/types.h> includes. Add support for
generating shared libraries on MirBSD.
Fix interpretation of dateTime.iso8601 variant with timezone information. As broken, it would add up to a second to the correct datetime or reject the message claiming that it has invalid syntax. Always broken (recognition of the timezone variant was introduced in Xmlrpc-c 1.20).

issues which caused problems on NetBSD
This changes the buildlink3.mk files to use an include guard for the
recursive include. The use of BUILDLINK_DEPTH, BUILDLINK_DEPENDS,
BUILDLINK_PACKAGES and BUILDLINK_ORDER is handled by a single new
variable BUILDLINK_TREE. Each buildlink3.mk file adds a pair of
enter/exit marker, which can be used to reconstruct the tree and
to determine first level includes. Avoiding := for large variables
(BUILDLINK_ORDER) speeds up parse time as += has linear complexity.
The include guard reduces system time by avoiding reading files over and
over again. For complex packages this reduces both %user and %sys time to
half of the former time.
XML-RPC is a quick-and-easy way to make procedure calls over the
Internet. It converts the procedure call into XML document, sends
it to a remote server using HTTP, and gets back the response as
XML.
This library provides a modular implementation of XML-RPC for C
and C++.
XXX: build system is custom-made (i.e. not using libtool), PLIST
will be wrong for many OPSYS -- please fix!
