particular, don't fail for "INSERT INTO" within "CREATE RULE".
* Clean up PL/pgSQL error status variables fully at block exit.
* Retry failed calls to CallNamedPipe() on Windows.
* Add MUST (Mauritius Island Summer Time) to the default list of
known timezone abbreviations.
