Problems found with existing distfile:
distfiles/libiconv-1.13-cp932.patch.gz
No changes made to the libiconv distinfo file.
Otherwise, existing SHA1 digests verified and found to be the same on
the machine holding the existing distfiles (morden). All existing
SHA1 digests retained for now as an audit trail.
INSTALLATION_DIRS, as well as all occurrences of ${PREFIX}/man with
${PREFIX}/${PKGMANDIR}.
Fixes PR 35265, although I did not use the patch provided therein.
rather than serving up unchanging tarred archives that we can
checksum, tars up the directories on the fly, differently every time!
Let's just change the MASTER_SITE to MASTER_SITE_LOCAL until we can
figure out a better way of dealing with CTAN.
