Remove (sometimes FreeBSD) packager's (porter's) name from DESCR.
If anywhere, it should be the value of MAINTAINER in the Makefile.
Some minor cleanup/reformatting while I'm here.

Add USE_CURSES for packages that need curses functionality that only
got added in 1.4Y; on older version of NetBSD, ncurses will be used.
Replace previous code that did the same, but wasn't shared.

Update "mtr" package to version 0.42. This version fixes a security
problem in 0.41 which could be used to gain superuser privileges.
Unfortunately this update breaks the IPv6 support.
