Store malformed received patch on netbsd.org.

Regenerate patch for malformed received lines from upstream CVS via:
cvs diff -r RELEASE_0_3_1
Store the patch on ftp.netbsd.org, rather than wrongly trying to put
it in files.
PKGREVISION++.

Put ${command_args} BEFORE ${spamass_milter_flags} on command line in rc.d
...
script, so that ${spamass_milter_flags} can contain "-- [spamc flags]"
per the manpage.
