Deprecate NO_WRKSUBDIR, replacing it with an explicit assignment of:
...
WRKSRC= ${WRKDIR}
This is much cleaner, much more indicative of what happens, and removes
another of the negative definitions (NO_.* = value).

Replace all occurrences of USE_X11 with USE_X11BASE. This means "install this
...
package into ${X11BASE}".
Replace all occurrences of BUILD_USES_X11 with USE_X11. This means "use X11
headers and libraries to build this package".

Remove a ton of cruft relating to ELF building of pkgs. The trick I had
...
previously used with OBJECT_FMT is not necc. with the revelation that
-Wl,-R works. Also fixed alot of PREFIX -> X11BASE typos.

The Grand Homepagification:

- New, optional Makefile variable HOMEPAGE, specifies a URL for
the home page of the software if it has one.
- The value of HOMEPAGE is used to add a link from the
README.html files.
- pkglint updated to know about it. The "correct" location for
HOMEPAGE in the Makefile is after MAINTAINER, in that same
section.
