There are three types Mozilla mirrors.

contains only the current version of Firefox and Thunderbird
* mozilla-release
contains Firefox, Thunderbird, and Sunbird releases
* mozilla-all
complete archive
Define following variables for mozilla master sites:
MASTER_SITE_MOZILLA_ALL = mozilla-all
MASTER_SITE_MOZILLA = mozilla-release
and change some packages to use appropriate variable.
Update contents of MASTER_SITE_MOZILLA with master and primary mirrors
taken from http://www.mozilla.org/mirrors.html and add some sample definitions.

The rationale for changing this from "tech-pkg" to "pkgsrc-users" is
that it implies that any user can try to maintain the package (by
submitting patches to the mailing list). Since the folks most likely
to care about the package are the folks that want to use it or are
already using it, this would leverage the energy of users who aren't
developers.
around at either build-time or at run-time is:

USE_TOOLS+= perl:run # run-time
Also remove some places where perl5/buildlink3.mk was being included
by a package Makefile, but all that the package wanted was the Perl
executable.
the scripts/ directory, it will be run automatically as part of
the build process, by bsd.pkg.mk. There are now exactly 5 packages
in pkgsrc which use this facility, and yet, for every package build,
the existence of a script is checked by bsd.pkg.mk once before the
target is executed, and once afterwards. This incurs needless
overhead.
Move the separate pre- and post- script handling out of bsd.pkg.mk into
the individual package Makefiles, where it's much more obvious what is
happening, anyway.
