Rearrange several bits of the rrdtool build mechanism so that we're not
cheating quite as much. The end result is that rrdtool now compiles on
both ELF and a.out.

- format string patch for 64-bit systems
- add message notifying users that an executible cgi program has been
installed in their cgi-bin directory (since they may wish to disable
them).
first component is now a package name+version/pattern, no more
executable/patchname/whatnot.
While there, introduce BUILD_USES_MSGFMT as shorthand to pull in
devel/gettext unless /usr/bin/msgfmt exists (i.e. on post-1.5 -current).
