f25ce1d240 wip/vlc-devel wants to create a dlopen()-able module linked against
this library; unfortunately, this package was only making a static
archive.  This is bound to break on a fair number of platforms.  Employ
libtool, as this is what vlc (and possibly other packages) are using
in the first place.

9c8b5ede43 Point MAINTAINER to pkgsrc-users@NetBSD.org in the case where no
developer is officially maintaining the package.

The rationale for changing this from "tech-pkg" to "pkgsrc-users" is
that it implies that any user can try to maintain the package (by
submitting patches to the mailing list).  Since the folks most likely
to care about the package are the folks that want to use it or are
already using it, this would leverage the energy of users who aren't
developers.

c487cb967a Libtool fix for PR pkg/26633, and other issues. Update libtool to 1.5.10
in the process.  (More information on tech-pkg.)

Bump PKGREVISION and BUILDLINK_DEPENDS of all packages using libtool and
installing .la files.

Bump PKGREVISION (only) of all packages depending directly on the above
via a buildlink3 include.

  (this allows us to handle old tar archives that set mode bits but not
  typeflag field for directories and other special files)

33877df5e8 Initial import of Libtar, version 1.2.5, into the NetBSD Packages Collection.
Libtar is a library for manipulating tar files from within C programs.
Key features:

  - Handles both POSIX 1003.1-1990 tar file format and the GNU extensions.
  - API provides functions for easy use, such as tar_extract_all().
  - Also provides functions for more granular use, such as
    tar_append_regfile().
  - Support compressed tar file by way of zlib.
