4c40d1de42 Added new japanese download facility jaist.dl.sourceforge.net. 
Although voxel.dl.sourceforge.net is not listed anymore on the SF
download pages it still works, so I left it as is.

87282e1246 Remove belnet and citkit sf.net mirrors, again. 
They are refusing connections or timing out for at least two weeks.

XXX: Please, do _NOT_ add them again so easily, please!
     There is nothing but recurring trouble with them for a long time.

eeecb05048 Create CPAN_MODULE_PATH which points to the location of Perl modules at 
a CPAN mirror.  By default, it is "modules/by-module".

8c8c89684e Add two new sourceforge mirrors: ovh (.fr) and puzzle (.ch), and 
comment out twtelecom, since it's not in the mirrors list and
didn't work for me a few minutes ago.

e8994b9a6f Use http instead of ftp from ftp.fi.NetBSD.org. This provides at least 
one MASTER_SITE_BACKUP which is available by http, to be nice to people
behind proxies or who have difficulty with ftp.
