if not, in 'package' phase, PKGNAME==DISTNAME.
Remove WRKSRC definision, it equals to default value.

rename static-tcsh to tcsh-static. the convention in pkgsrc is for
...
mutations of packages to be named <pkg>-<mutation>.
add a CONFLICT on static-tcsh for obvious reasons.

Initial import of a statically-linked tcsh package, based on the
...
standard tcsh package, and using a minimal pkgsrc equivalent of a
"reachover" structure.
This is a much better solution for binary packages - it removes
another mk.conf definition.
