The rationale for changing this from "tech-pkg" to "pkgsrc-users" is
that it implies that any user can try to maintain the package (by
submitting patches to the mailing list). Since the folks most likely
to care about the package are the folks that want to use it or are
already using it, this would leverage the energy of users who aren't
developers.
introduced after the perl5/buildlink3.mk file was no longer included
by the package Makefile, but we still referenced BUILDLINK_PREFIX.perl
to locate the pod2man script. Noted by Matthias Drochner.
Among other various changes (no easy changelog available), this fixes a
potential DoS problem where the base64 decoder can end up in an infinite
loop upon receipt of certain malformed base64 chunks.
have it be automatically included by bsd.pkg.mk if USE_PKGINSTALL is set
to "YES". This enforces the requirement that bsd.pkg.install.mk be
included at the end of a package Makefile. Idea suggested by Julio M.
