cross: Replace RMD160 checksums with BLAKE2s checksums

All checksums have been double-checked against existing RMD160 and
SHA512 hashes

apply a patch from upstream binutils to fix "isb sy" on arm64eb.
...
fixes u-boot builds on arm64eb hosts. bump version, and recursive
bump on GCC, and upgrade to proper version than [0-9]*.

cross/*-binutils: allow unknown --enable-nls configure option
...
The top-level configure script does not know this option, but it calls
several sub-configures that all know it.
