While here, add DESTDIR support.

62115058ac Revert part of previous -- use existing .tar distribution
file from NetBSD pkgsrc mirrors -- they contain one more file than the
.tar.gz. Fixes bulk build problem, and also noted by abs@.

2829e658f2 Mechanically replaced man/* with ${PKGMANDIR}/* in the definition of
INSTALLATION_DIRS, as well as all occurrences of ${PREFIX}/man with
${PREFIX}/${PKGMANDIR}.

Fixes PR 35265, although I did not use the patch provided therein.

9c8b5ede43 Point MAINTAINER to pkgsrc-users@NetBSD.org in the case where no
developer is officially maintaining the package.

The rationale for changing this from "tech-pkg" to "pkgsrc-users" is
that it implies that any user can try to maintain the package (by
submitting patches to the mailing list). Since the folks most likely
to care about the package are the folks that want to use it or are
already using it, this would leverage the energy of users who aren't
developers.

b71a1d488b Fixed pkglint warnings. The warnings are mostly quoting issues, for
example MAKE_ENV+=FOO=${BAR} is changed to MAKE_ENV+=FOO=${BAR:Q}. Some
other changes are outlined in

885e658aef Use INSTALLATION_DIRS to precreate man directories.
My bulk build had a text pkg/man/man2 file which was the
people(2) man page.

9db96c0b56 You are in the presence of a System Administrator. Kneel.
"On Usenet, we vent in a group called alt.sysadmin.recovery. The
group has a FAQ. If you read the FAQ, you will find that you (the
users) subscribe to this group at your own peril. If you want to
be useful, why don't you run over to the supply cabinet and get a
new box of pixels for the monitor. As part of our venting, some
of us have written a series of man pages that we'd like to see."
