d2ca14a3f1 Bump all packages for perl-5.18, that 
a) refer 'perl' in their Makefile, or
b) have a directory name of p5-*, or
c) have any dependency on any p5-* package

Like last time, where this caused no complaints.

3d6be5a61b Imported devel/p5-IO-HTML-0.04 
IO::HTML provides an easy way to open a file containing HTML while
automatically determining its encoding. It uses the HTML5 encoding
sniffing algorithm specified in section 8.2.2.1 of the draft standard.
