0982effce2 Recursive PKGREVISION bump for all packages mentioning 'perl',
having a PKGNAME of p5-*, or depending such a package,
for perl-5.22.0.

7eeb51b534 Bump for perl-5.20.0.
Do it for all packages that
* mention perl, or
* have a directory name starting with p5-*, or
* depend on a package starting with p5-
like last time, for 5.18, where this didn't lead to complaints.
Let me know if you have any this time.

d2ca14a3f1 Bump all packages for perl-5.18, that
a) refer 'perl' in their Makefile, or
b) have a directory name of p5-*, or
c) have any dependency on any p5-* package

Like last time, where this caused no complaints.

9c8b5ede43 Point MAINTAINER to pkgsrc-users@NetBSD.org in the case where no
developer is officially maintaining the package.

The rationale for changing this from "tech-pkg" to "pkgsrc-users" is
that it implies that any user can try to maintain the package (by
submitting patches to the mailing list).  Since the folks most likely
to care about the package are the folks that want to use it or are
already using it, this would leverage the energy of users who aren't
developers.

3e474a90d8 Get rid of USE_PERL5. The new way to express needing the Perl executable
around at either build-time or at run-time is:

	USE_TOOLS+=	perl		# build-time
	USE_TOOLS+=	perl:run	# run-time

Also remove some places where perl5/buildlink3.mk was being included
by a package Makefile, but all that the package wanted was the Perl
executable.

78c7f1e1a3 DNS-Lint: Internet Domain Name System (DNS) error checking utility
DNS administrators  can  use  dlint  to  scan  recursively through
the  domain  records  of the fully-qualified zone to get a report
on any errors therein.  You can scan a  zone  you  own,  or anyone
else's zone on the Internet.  dlint talks directly to a primary or
secondary  nameserver for  the  zone,  to make sure it's working
with up-to-date information.
