477c60fa06 Update ruby-rb-gsl to 1.10.3. 
Major changes since 1.9.2:
* GSL-1.10 support
  * Generalized eigensystems
  * Cholesky routines to complex matrices
  * and more
* NDLINEAR extension support: multi-linear,
  multi-parameter least squares fitting

acb340db2a - Switch to use vendor_dir with Ruby 1.8.7. 
- Compile with gsl-1.11 (and maybe later).

Bump PKGREVISION.
