Bump PKGREVISION and BUILDLINK_DEPENDS of all packages using libtool and
installing .la files.
Bump PKGREVISION (only) of all packages depending directly on the above
via a buildlink3 include.
Initial import of scm-5d8 into the NetBSD Packages Collection. Provided in
PR 22186 by David S., modified slighly by myself.
Scm is a portable R5RS Scheme implementation written in C.
