If the ${PKGBASE} of a package doesn't match the token passed to
BUILDLINK_PACKAGES, then set BUILDLINK_PKGBASE.<pkg> explicitly so that
we can map from <pkg> to BUILDLINK_PKGBASE.<pkg>.
