9939706e1c php73: Make php-embed a no-op for other than main php package 
This avoids the situation when more than one SAPI is requested to build,
which is unsupported (only one of fpm, filter, module) can be built at
once.

This resulted in a mod_php that cannot be loaded, as reported in

Add PHP 7.3.0 as php73.

PHP is a widely-used open source general-purpose scripting language
that is especially suited for web development and can be embedded
into HTML. It is modular, and object-oriented. Much of its syntax
is borrowed from C, Java and Perl with a couple of unique PHP-specific
features thrown in.  The language is designed to allow web developers
to write dynamically generated pages quickly.

This package provides PHP version 7.3.x.

PHP 7.3.0 comes with numerous improvements and new features such as

* PCRE2 Migration
* Multiple MBString Improvements
* LDAP Controls Support
