Update bc to 1.06.95
...
After nine years there is no evidence of a 1.07 coming out, and this
version fixes segfaults if "-l" argument given.

Otherwise, existing SHA1 digests verified and found to be the same on
the machine holding the existing distfiles (morden). All existing
SHA1 digests retained for now as an audit trail.

+ Drop ncurses dependency because it was only there for readline on
...
Linux. The readline buildlink3.mk file now pulls in the correct
dependencies on its own.
+ Actually tell the configure script to use the readline dependency.
+ Add patch-ac which fixes the declaration of readline() to match the
readline.h header (it takes a const char * argument).
+ Add full DESTDIR support.
Bump the PKGREVISION to 2.
