c3d3b59e14 Update tkdiff to 4.0b2. 
- switch to Tk 8.4.
  - Enable pkgviews installtion
  - Use DIST_SUBDIR because the distfile doesn't have any version
    information.
  - Update MASTER_SITES.

Major changes since 3.09:
  - Much-improved handling of PC-style filenames.
  - Works with Tk 8.4.
