replace MASTER_SITES with MASTER_SITE_BACKUP, as the "real" master
site doesn't have the distfile anymore.
also add a CONFLICT on bind, as it includes bin/host also.

Deprecate NO_WRKSUBDIR, replacing it with an explicit assignment of:
WRKSRC= ${WRKDIR}
This is much cleaner, much more indicative of what happens, and removes
another of the negative definitions (NO_.* = value).
