developer is officially maintaining the package.
The rationale for changing this from "tech-pkg" to "pkgsrc-users" is
that it implies that any user can try to maintain the package (by
submitting patches to the mailing list). Since the folks most likely
to care about the package are the folks that want to use it or are
already using it, this would leverage the energy of users who aren't
developers.

* While there, install the jadetex files not in the textproc/jade
package, but in the print/jadetex package. That's where we also
build and install the jadetex.fmt file, so things actually fit
together.
* Bump some pkg versions:
print/jadetex -> jadetex-2.20nb1
textproc/jade -> jade-1.2.1nb3
meta-pkgs/netbsd-doc -> netbsd-doc-1.2
meta-pkgs/netbsd-doc-print -> netbsd-doc-print-1.1
