Update tex-IEEEtran to 1.7a.

This is a bug fix release that corrects the problem of unwanted two
column peer review title page format.

Udpate tex-IEEEtran to 1.7.
...
Major changes:
- New class option compsoc to support the IEEE Computer Society format.
- New class option captionsoff disables the display of figure/table
captions. endfloat.sty is now mentioned in the docs. Thanks to Geoff
Walker for suggesting these changes.
- Bug fixes and new interfaces.
