6c80534d65 Import wip/py-socksipy-branch version 1.01. 
From DESCR:

This Python module allows you to create TCP connections through a SOCKS proxy
without any special effort.

This is needed as one of the dependencies of py-gsutil, as noted in
PR pkg/52941.
