Express these packages' brokenness with BROKEN_IN=pkgsrc-2005Q4
...
rather than PKG_FAIL_REASON, so that they provide useful error
messages in build logs, and so that they continue to work on platforms
where they aren't broken.

Teach the +SHELLS helper script to not create an /etc/shells file if

one doesn't exist. From now on, we only add the listed PKG_SHELL to
the /etc/shells file if it already exists. This fixes PR pkg/27162.

rename static-ast-ksh to ast-ksh-static. the convention in pkgsrc is
...
for mutations of packages to be named <pkg>-<mutation>.
add a CONFLICT on static-ast-ksh for obvious reasons.
