This patch also allows multiple GDK backends to be selected (e.g. for
compiling with both X11 and Wayland support).
Previously only one backend could be enabled at a time, but the only
configuration where using multiple would be possible would be Quartz+X11
on macOS. I haven't tested this configuration on a macOS system, but it
would be interesting to know whether it works.

cups was added as default recently without broad discussion. pkgsrc
has long declined to endorse/require a particular approach to printing
(because of the multitude of strong opinions about printing).
Defaulting to cups requires that everyone install it, and some object.
In addition, cups does not build on macos, resulting in all packages
depending on gtk3 being broken. The cups option is not enabled by
default on other packages. It seems that this option is not necessary
for programs using gtk3 to print on a cups-using system.
I'm reverting this as the freeze coordinator so that 2018Q2 has the
longstanding behavior. Longer term, the question of whether cups
should be a default option bears discussion, including about what the
cosequences are for those who do and don't use cups, whether it should
be per-package or global, and about whether we want to deviate on
systems that can't build cups. (Note that we are only talking about
the defaults and binary packages built using the defaults; it's long
been possible for anyone to enable the cups options globally for their
own builds.)

The actual fix as been done by "pkglint -F */*/buildlink3.mk", and was
reviewed manually.
There are some .include lines that still are indented with zero spaces
although the surrounding .if is indented. This is existing practice.
This should be the last part of the renaming operation for print/cups to
print/cups-base.
Rationale: packages depending on CUPS but not relying on a functional
printing setup only need to depend on print/cups-base (equivalent to the
former print/cups). The new print/cups now depends on print/cups-base
and on print/cups-filters, thus directly providing a functional printing
setup. This bump reflects this change of dependency.

Introduce Icon Theme cache handling framework
Icon Theme cache files are used by GTK+ and maintained with the
gtk-update-icon-cache tool. Each Icon Theme package duplicates
its own maintainance scripts: only the specified icon theme directory
differs. With this framework, if packages have ICON_THEMES=yes,
associated icon themes will be detected and their cache files will
be maintained automatically.
Change cache handling behaviour as follows:
* Icon theme caches will be updated if either gtk2+ or gtk3+
gtk-update-icon-cache tool is available.
* With installation of gtk2+ package, not only hicolor icon theme but
also any other icon theme cache files will be updated.
* Prevent removal of icon caches at deinstall, gtk3+ may be installed and
using them.
* Ditto with gtk3+, gtk2+ may not be installed now, so caches must be
maintained by gtk3+.
