Bump all packages for perl-5.18, that

a) refer 'perl' in their Makefile, or
b) have a directory name of p5-*, or
c) have any dependency on any p5-* package
Like last time, where this caused no complaints.

PHP_VERSIONS_ACCEPTED=52, because php-fileinfo doesn't accept php53.
...
Now pbulk_scan no longer refuses to countenance this package, so it
can run to completion and build other stuff. I don't think this
package builds anyway...
