make sure we apply OSF/DUh/Tru64 UNIX parts of Imakefiles only on those

platforms (ie, not just `AlphaArchitecture'). this showed up under
xpkgwedge where it was attempting to link in -lXext but not finding it.

The Grand Homepagification:
...
- New, optional Makefile variable HOMEPAGE, specifies a URL for
the home page of the software if it has one.
- The value of HOMEPAGE is used to add a link from the
README.html files.
- pkglint updated to know about it. The "correct" location for
HOMEPAGE in the Makefile is after MAINTAINER, in that same
section.

Remove -m argument from ldconfig calls, require the system to

have ${PREFIX}/lib in ld.so.conf instead. This ensures things
even work after a reboot.
