The list of packages is computed by finding all packages which end
up having either of PERL5_USE_PACKLIST, BUILDLINK_API_DEPENDS.perl,
or PERL5_PACKLIST defined in their make setup (tested via
"make show-vars VARNAMES=...").
occupied when otherwise nothing would appear to be happening.
It aims to require that the recipient client have a minimum of
JavaScript 1.0, HTML 4.0, ancd CSS/1, but this has yet to be tested.
