The actual fix as been done by "pkglint -F */*/buildlink3.mk", and was
reviewed manually.
There are some .include lines that still are indented with zero spaces
although the surrounding .if is indented. This is existing practice.

gdk-pixbuf2, gdk-pixbuf2-jasper, and gdk-pixbuf2-xlib have been manually
synced. Usually the base package would get updated and the others would
be forgotten resulting in an unnecessary mismatch.
Create a common makefile to permanently fix this problem.
