* Use external devel/protobuf to avoid internal protobuf build.
So bump PKGREVISION.
* dictionary/pos_matcher.h does not generated before its use sometimes.
Generate it explicitly with
dictionary/dictionary_base.gyp:text_dictionary_loader target
for mozc-server.
