Update pkgconfig to 0.13.0. Changes are minor bugfixes:
...
- remove bogus pthread requirement
- handle recursive other_cflags, other_libs
- strip all "system directories" in C_INCLUDE_PATH out of
pkg-config output to make gcc 3.2 happy
- some win32 fixes
- couple other minor things
