9fc2d7d281 Removed the superfluous "quotes" and 'quotes' from variables that don't
need them, for example RESTRICTED and SUBST_MESSAGE.*.

0c308ad972 Add wish to USE_TOOLS and replace the hardcoded "wish8.3" with ${WISH}.
Also fix the command name in usage.  Suggested by Robert Elz in PR pkg/32990.

Bump PKGREVISION.

9c8b5ede43 Point MAINTAINER to pkgsrc-users@NetBSD.org in the case where no
developer is officially maintaining the package.

The rationale for changing this from "tech-pkg" to "pkgsrc-users" is
that it implies that any user can try to maintain the package (by
submitting patches to the mailing list).  Since the folks most likely
to care about the package are the folks that want to use it or are
already using it, this would leverage the energy of users who aren't
developers.

d971a332da Drop maintainership. I can't seriously be the maintainer of so many
packages - specially of packages that I haven't touched for a long
while or those that other people can handle better than me.

2827f5b2d8 Enable tk84 and replace x11/tk with x11/tk83. Packages compatible
with 8.4 will be updated to depend on x11/tk after Tk update.

baf5b8c530 Initial import of visual_regexp 3.0 into the NetBSD Packages Collection.
Provided in PR 18139 by Julio Merino <jmmv@hispabsd.org>

Visual REGEXP lets you easily design and debug regular expressions
by providing a graphical visualization of the expression and its
matches on a sample of your choice.
