Drop distinction between PKGSRC_USE_TOOLS and USE_TOOLS by making

PKGSRC_USE_TOOLS go away. There is now only a single USE_TOOLS variable
that specifies all of the tools we need to build/run the package.

Remove mk/autoconf.mk and mk/automake.mk and replace their usage with
...
USE_TOOLS and any of "autoconf", "autoconf213", "automake" or
"automake14". Also, we don't need to call the auto* tools via
${ACLOCAL}, ${AUTOCONF}, etc., since the tools framework takes care
to symlink the correct tool to the correct name, so we can just use
aclocal, autoconf, etc.

* Make PKGSRC_TOPDIR a private variable by renaming it to _PKGSRC_TOPDIR,

as it's only used internally by bsd.prefs.mk.
* Make _PKGSRCDIR a public variable by renaming it to PKGSRCDIR.
Also, generate its value from ${_PKGSRC_TOPDIR} so it's less fragile
than the old method of stripping off the last two components of
${.CURDIR}. PKGSRCDIR may now be used after bsd.prefs.mk is defined.
* Change all references to _PKGSRCDIR to PKGSRCDIR.

Modify all references to PKGSRCDIR to _PKGSRCDIR, except in the external

references of the pkglint package.
_PKGSRCDIR is an internal definition in bsd.pkg.mk, and a few packages
which would like to refer to other packages in the build tree. It should
not be set by users, but neither should it stop a user from building a
package if it is defined, so make it obvious that this is the case.

Bump binutils package to 2.9.1.1. Now install bfd.h and ansidefs.h, and

libiberty.a. Lets other packages link against this libbfd.
Discussed with Todd, and an interum fix until he can bash on this package
some more.
