3c265874dd Remove two constants that are not defined by gsl any longer (since 1.13). 
Fixes build, but bump PKGREVISION anyway since there were some packages
with this version that did build.

Set LICENSE.

acb340db2a - Switch to use vendor_dir with Ruby 1.8.7. 
- Compile with gsl-1.11 (and maybe later).
