To change the language in SeaMonkey
1) Enable language packs in Tools->Add-ons->Languages
2) Navigate to about:config
3) Edit the general.useragent.locale property.

Alternatively you can install the "Quick Locale Switcher" addon from:
http://addons.mozilla.org/en-US/firefox/addon/1333 .
