* Use lang/ruby/gem.mk instead of misc/rubygems/rubygem.mk.
* Update HOMEPAGE.
* Add LICENSE.
* Remove default value of GEM_BUILD.

Changes are too may to write here, but it seems to support Ruby 1.9 as well.
