Checks are against __NetBSD__Version__ anyway.

Fixes NetBSD 8.99.1 build

1) Add shlib definitions for NetBSD 5; the build system must be
hard-coded per OS per version. Not yet reported upstream.
2) Make this pkgsrc friendly.
3) Add support for FreeBSD 11 & 12.
