jlam 4ec99dce40 Update p5-URI to 1.17. Relevant changes from version 1.12 include: ... - Bug fixes - URI::Escape::uri_escape default has changed. Reserved characters are now escaped when no second argument is provided. - URI::WithBase now overrides the can() method and delegate it to the URI member.
