gdt 4123a0828c pkgtools/pkg_rollingreplace: Update to 0.24.7 
When running pkg_chk, ignore packages marked "missing", which tend to
be the wrong python version.

This is a temporary kludge, but should allow pkg_rr to run on systems
that have changed python versions.
