dillo f81ae835ad Packages have no business modifying PKG_DEFAULT_OPTIONS -- it's a
user settable variable.  Set PKG_SUGGESTED_OPTIONS instead.  Also,
make use of PKG_OPTIONS_LEGACY_VARS.
