encfs has open-coded per-OS man page locations, and doesn't have the
equivalent of autoconf's --mandir. Mostly remediate the
cmake-inspired open coding by using PKGMANDIR.
Add patch comment.
Add comment about making TEST_TARGET work.

pkgsrc is a framework for building software on UNIX-like systems.
To use, bootstrap using:
cd pkgsrc/bootstrap/
./bootstrap
build packages, use:
cd pkgsrc/category/package-name
$PREFIX/bin/bmake install
Where $PREFIX is where you've chosen to install packages (typically /usr/pkg)
