Add LICENSE Upstream changes: Release 1.06. New 'mydist' Makefile target to sign and build a tarball. Pass ABSTRACT, AUTHOR, LICENSE and MIN_PERL_VERSION to ExtUtils::MakeMaker::WriteMakefile().
