Add "AutoRestartCount" and "AutoRestartRate" configuration parameters to limit runaway restart loops. Feature request #SF1735573: Add "AlwaysAddARHeader" option, which will add an Authentication-Results of "none" for unsigned messages from domains without a "strict" policy.
