- (libev) handle backends with minimum wait time a bit better by
not waiting in the presence of already-expired timers
(behaviour reported by Felipe Gasper).
- (libev) use timerfd to detect timejumps.
- (libev) new loop flag: EVFLAG_NOTIMERFD.
