minskim bcea21c41a Update maxima to 5.17.1, based on wip/maxima, which was updated 
and tested by Aleksej Saushev and Stathis Kamperis.

Major changes:
- Expand code for special functions
- quad_qagi accepts upper and lower limits instead of flags for limits
- Cut out solve_inconsistent_error
- new, alternate implementation of vector operations
- colorterm: simple output color-coding
