Added a deprecation warning
The TZ config variable is going away. Added a deprecation
warning.
Some speedups for timezone handling
Based on RT 102284, I have done some optimization of the timezone
handling code.
Bug fixes
Added the missing is_date base method to Date::Manip::Base.
