to aleviate the fears of the KDE team, that the users will expect this

2. Change gross kluge for klaptopdaemon to use DO_NOT_COMPILE.
3. Added WITH_KFLOPPY knob, defaults to undefined.
3A. If WITH_KFLOPPY is not defined, then we add kfloppy to DO_NOT_COMPILE.
4. Anything that got put in DO_NOT_COMPILE then gets passed in the env
to the configure script, which dutifully sets things up to not compile
it.

Assign using += instead of = like other ones.
The Makefile was changed to track exim-4.xx before the ports freeze,
but this patch was not updated. Fix it now to unbreak the build.

ftp.iij.ad.jp because ftp.ruby-lang.org is currently unstable.
ftp.iij.ad.jp has much more capacious bandwidth and is synchronized
with the master site tightly enough.
- ftp.dti.ad.jp is a good one. Add it to various MASTER_SITE_*.
